During a press conference on Friday, a police spokesperson showed footage from the black box of a taxi at the scene of both accidents to clarify their points.
Police said the deceased motorcyclist, identified only as Hyun by the authorities, had been drinking and crashed into a lamp post on the night of the accident.
The collision left him lying on the road with head and neck injuries.
Investigations showed that Hyun was still alive, until Dae-sung ran him over 132 seconds later, dragging Hyun's body 28.8 metres down the road.
A police officer in charge of the case said that the time between Hyun's first accident and his encounter with Dae-sung was too short for Hyun to have already died from his injuries.
Dae-sung was thus determined to have killed the motorcyclist when he ran him over while speeding.
"The speed limit is 60km/h.
"Through the video from the taxi, we found that Dae-sung was driving at between 70 to 80km/h," said the police spokesperson.
The police have since handed the case to the prosecutors' office.
Even before the investigation results were revealed, Dae-sung had been spotted looking depressed and remorseful since the accident.
With this revelation, Dae-sung will now have to deal with both the emotional fallout, as well as the legal consequences of this accident, which can range from a 20 million won (S$23,000) fine to a jail term of not more than five years.
